The foreign policy of the Liberal Democratic Order is born from a profound awareness of identity and mission. It is not limited to representing the State in international forums but asserts itself as an extension of our national vision — ethical, strategic, and inspiring. We believe that modern diplomacy must be simultaneously firm in principles, agile in opportunities, and innovative in its tools.
In a multipolar world, marked by power disputes, global crises, and new pacts, we propose diplomacy with purpose: placing São Tomé and Príncipe at the forefront of regional and global transformations. A diplomacy that not only protects our interests but projects them with dignity, intelligence, and vision.
Our purpose is to transform foreign policy into an instrument of regenerative sovereignty, sustainable development, and strategic prestige. The time of irrelevance is over. The archipelago now rises with its own voice, ethical posture, and constructive alliances.
Our diplomatic action is guided by values and principles that ensure coherence and legitimacy. We defend the primacy of national sovereignty, respect for international law, non-interference, solidarity among peoples, and the centrality of human dignity in all external relations.
This diplomacy is anchored in four foundations: (1) ethics in relations, preventing games of submission or servility; (2) strategic intelligence, allowing opportunities and risks to be clearly mapped; (3) coherence between internal and external discourse, ensuring international trust; and (4) active sovereignty, firmly and elegantly defending national interests.
These principles are not rhetorical. They are operational guidelines for a foreign policy that positions itself with firmness without losing openness, that builds bridges without abandoning values, and that transforms the country's international presence into a factor of prestige and influence.
We propose diplomacy with purpose — an approach that transcends mere protocol formalities and affirms itself as an active instrument of national transformation. Each embassy will be a center of strategic intelligence. Each diplomat, an ambassador of ideas, values, and concrete proposals for progress.

We believe in the vital importance of intelligent and balanced alliances. It is not about blindly aligning with geopolitical blocs but building partnerships that respect our sovereignty and add value to our national project. The Order defends well-negotiated asymmetric alliances, where even small actors are treated with dignity and a vision for the future.
We want partnerships based on knowledge transfer, sustainable investment, technological innovation, institutional capacity building, and strategic defense. Alliances with African countries, with the CPLP, with Atlantic countries, and with multilateral organizations must be motivated by concrete and mutually beneficial objectives.
The alliances we seek are based on strategic reciprocity, not emotional dependence. We value diplomatic pluralism, the diversification of partners, and the construction of mutual trust as the core of our international policy.
São Tomé and Príncipe is, above all, an African country. Our engagement with the continent must be active, contributive, and visionary. We advocate an African diplomacy that stops being merely reactive and becomes the protagonist of its own narrative. We believe in African integration as a strategic axis of our identity and as a platform for realistic economic and cultural cooperation.
We propose strengthening our presence in regional organizations with concrete proposals that help build African solutions to African challenges. Cooperation in maritime security, technological education, ethical governance, and energy transition are areas where we can — and must — lead by excellence.
We want to position São Tomé and Príncipe as a mediator, a laboratory, and an example of an Africa that regenerates itself through education, justice, and innovation. Our African voice is clear: we want to be a bridge between continents, but firmly rooted in Africa.
Geography is our strategic destiny. Situated in the heart of the South Atlantic, the archipelago has the potential to be a key actor in maritime security, ocean biodiversity, transatlantic trade, and international governance. The Order proposes a doctrine of Atlantic protagonism based on intelligent sovereignty, active diplomacy, and sustainable innovation.
This strategy implies reinforcing our presence in Atlantic networks, promoting multilateral initiatives, and treating the sea as a vital space for development and sovereignty. The Atlantic is not just a limit — it is our horizon. And we must occupy it with vision, ethics, and excellence.
Our Atlantic mission is also symbolic: to represent a new maritime Africa, conscious of its strategic position, assertive in international forums, and a protagonist of a new civilizational chapter.
In an interdependent and constantly changing world, our diplomatic doctrine does not close in on itself. On the contrary, it invites the international community to recognize and support a new paradigm of national leadership: based on governance ethics, merit legitimacy, and responsibility towards the common good.
We call on the international community: to see in São Tomé and Príncipe not just a small partner, but a symbol of institutional renewal, a platform for stability, and a coherent and peaceful voice in the concert of nations. We invite peoples and governments to dialogue with the Order and to collaborate in building a regenerative and visionary diplomacy.
