The construction of a new political order requires non-negotiable principles that guide action and inspire trust. The doctrine of the Liberal Democratic Order is based on three core values: harmony, merit, and sovereignty. These foundations are more than concepts: they are commitments to the national destiny.
Harmony is the foundation of an orderly, peaceful, and productive coexistence. A society in harmony recognizes its contrasts but channels them toward a higher common good. It is not about erasing differences, but coordinating them with intelligence, justice, and purpose. Only a nation at peace with itself can grow with stability.
Merit is the legitimate criterion for ascension and responsibility. In a small country, with limited resources and vast challenges, wasting talent is collective suicide. Merit is the natural selection of competence, integrity, and social utility. Governing without merit is legislating failure.
Sovereignty is the inalienable right of a people to decide its destiny. But formal independence is not enough: it must be conquered daily through economic autonomy, diplomatic clarity, and moral authority. Real sovereignty is built with strong institutions, enlightened citizens, and leaders committed to the national interest.
Modern, efficient, and legitimate governance begins with ethical leadership and quality institutions. The governance model of the Liberal Democratic Order is based on accountability, intelligent decentralization, and the valuing of public service as the highest expression of active citizenship and applied competence.
We value a lean but strong State; light in structure but firm in action. Governance must be rigorously planned, competently executed, and transparently evaluated. The goal is not just to manage but to transform: to restore the population's trust in institutions and build public power that inspires respect, belonging, and hope.
Our proposal includes the digitalization of administration, professionalization of public management, accountability of each manager, and institutionalization of reporting practices. Our development model is based on five strategic pillars: regenerative agriculture, ethical tourism, blue economy, technological innovation, and creative industries. These sectors represent concrete opportunities to generate employment, diversify the economy, valorize national talent, and protect the environment.
The role of the State will be that of catalyst and facilitator. A State that creates conditions, protects entrepreneurs, eliminates bureaucratic barriers, and promotes national and international investment with criteria of public interest. It is necessary to abandon the addiction to dependence and cultivate the virtue of creation.
We also propose a tax reform that rewards those who produce, who invest responsibly, and who innovate with impact. Economic justice must replace blind privilege, and productive work must be more rewarded than sterile speculation. The goal is clear: to generate prosperity with a sense of mission.
Harmocracy is the system of social and political organization based on the dynamic harmony between the different talents, functions, and vocations of a nation. It does not impose uniformity but coordination. Each citizen is recognized and valued for their unique capacity to contribute to the common good, and the State exists to facilitate this coordinated expression.
Meritocratic sovereignty complements this vision with a principle of active justice: power is given to those who demonstrate competence, ethics, and commitment to the national interest. There is no room for favoritism or careerism without merit. Leadership is earned, not inherited; exercised with responsibility, not with privilege.
In a harmocratic and meritocratic system, the Government ceases to be a stage for sterile disputes and becomes a platform for orchestrating national talents. Each ministry, each institution, each municipality operates with the logic of a well-coordinated body, where each part fulfills its function effectively and purposefully.

Atlantic Sovereignty represents the strategic expression of São Tomé and Príncipe's right to affirm itself as an ethical, diplomatic, and economic reference in the South Atlantic. This sovereignty projects itself beyond territorial borders, articulating maritime security, regional integration, and international leadership with internal autonomy, economic sustainability, and cultural authority.
This concept starts from geography and reaches geostrategy. Situated in the heart of the Gulf of Guinea, the archipelago is a natural convergence point between continents, cultures, and maritime corridors. Embracing this position means recognizing that the sea is more than landscape: it is a platform of sovereignty, a field of opportunities, and a space for national protagonism.
The operationalization of this vision is based on five major axes: defense of the maritime territory with modern means and international cooperation; active Atlantic diplomacy with the CPLP, AU, and UN; affirmation of a strong Atlantic cultural identity; strategic positioning in regional trade and logistics; and leadership in ocean sustainability.
Assuming Atlantic Sovereignty means assuming the responsibility to represent something greater: the African future with dignity, diplomacy with ethics, and development with vision. This is our spiritual and practical geostrategy — a sovereignty that connects us to the world through the strength of character and the intelligence of positioning.
A truly sovereign society is not built solely with institutions or public policies — it is forged above all in the consciousness of its citizens. Formation is the backbone of a lucid and strong Nation, and the Liberal Democratic Order inscribes education as a foundational priority of its doctrine. This pillar articulates three axes: civic culture, pedagogical excellence, and leadership by example.
Civic culture means forging, from an early age, citizens aware of their rights and duties, integrated into a shared national vision, guided by principles of justice, truth, and responsibility. Civic education must be present at all stages of formation, articulating love for the homeland with ethical and social commitment. Democracy is strengthened by critical, participatory, and active citizenship.
Pedagogical excellence implies functional schools, updated curricula, motivated teachers, and students prepared for the 21st century. We do not educate only for jobs — we educate for discernment, service, and innovation.
